Professor Isaac Adewole, the minister of health, has said the federal government has begun free healthcare services to Nigerians living with certain medical conditions that require major surgeries, but are unable to seek healthcare services due to the cost, Vanguard reports.



Speaking during a media interactive session on Thursday, December 29, at the just concluded Kuchigoro Primary Healthcare Centre, Abuja, Adewole directed Nigerians who need healthcareservices to visit any Federal Teaching Hospital or medical centre for free treatment.

The directive was given in line with the operations of the Rapid Response Initiative (RRI) which was inaugurated earlier this year to perform not less than10,000 free surgeries on poor Nigerians.

He said:“The only qualification you have is that you must be poor and we’ll do those surgeries that really put people in discomfort, myomectomy cleft lips, even VVF, many of these are being handled across the country in about 46 specialist centres.”
Conducting a tour round the Kuchigoro health facility, Adewole disclosed that about N550 million had been earmarkedfor the revitalization of the first phase ofprimary health care centres.

The minister added that the project wasimportant to the federal government as it strives to tackle maternal and child mortality in the country.Meanwhile, Professor Isaac Adewole has disclosed that there is ahigh risk offurther spread of the recent polio outbreakto states surrounding Borno and neighbouring countries around the Lake Chad region.According to Professor Adewole, the risk of further spread was due to population movement within and around the state.

A top intelligence officer at the presidency has told Thisday that the Department of State Services (DSS) some weeks ago busted a terrorist planned attack to be carried out in the United States.

The officer was quoted as saying:“When it comes to intelligence gathering, the DSS is well-respected in the international community.“Hardly a day passes by without at leastseven countries asking from us one favour or the other. When it comes to intelligence gathering, the agency is well-respected.’’

The officer continued:“A few weeks ago, the agency busted a terrorist planned attack that was to be executed in the US, and the security agency received huge commendation from the US authority.“It also arrested one of the most wantedterrorists in the world, and he is currently in Nigeria’s custody; he was responsible for many killings and bombings in 2012 and 2013 in Nigeria.’’

The security officer went on to say in the last few years, there is no security operations that takes place in the country without intelligence report from the DSS.Defending some of the actions of the DSS especially as it concerns arrest anddetention of suspected terrorists which had received hard criticisms from the media and the civil society groups, the officer said the act of terrorism has global standards.His words:“Look at the incident that recently happened in Berlin, Germany, where a suspected terrorist rammed a truck into Christmas market; all those linked with the incident were arrested, while one or two of them were killed in different countries.

“But if the incident had happened in Nigeria, some human rights lawyers would have filed different suits in court, challenging the fundamental human rights of the suspects.“Nigerian security agencies can afford to do the same thing in Nigeria becausethey have the same training with their colleagues in other countries. But by virtual of their religious belief, they are not in a hurry to take life. 

The patriotismthey have always displayed is uncommon.”He said after the 911 terrorist attack in the US, there was an agreement in the global community that terrorists should be killed notwithstanding the kind of weapons they are carrying.

The Ijaw Youth Council (IYC) worldwide has asked the world to hold Governor Nasir El-Rufai of Kaduna state responsible for any attack on indigenes of Niger Delta.The IYC made this in a statement to react to the governor’s allegation that some Niger Delta militants were hired tocause mayhem in Southern Kaduna which has been in turmoil for many months.

“The Fulani herdsmen who El-Rufai paidfor killing people are well known to the world, hence Niger Deltans should not be linked under any circumstances to the unwarranted killings going on in southern Kaduna.

“We also call the federal government to as a matter of urgency bring the killings in southern Kaduna to a stop and bring the perpetrators to justice including Governor El-Rufai.”

Hundreds of Muslims have reportedly stormed the streets in London to share tonnes of food to homeless people in the spirit of the yuletide celebrations.


According to Standard.co.uk,about ten tonnes of food items were distributed by the Muslims who were at the East London mosque to carry out the unusual task.
About 7,500 congregants were pictured attending prayers on Friday, December 16 at the mosque in Whitechapel.Speaking on the essence of the gathering and donation to the homeless, Shaykh Abdul Qayum, the convener of the collection who doubles as the Chief Imam of the East London Mosquenoted that they were driven by what they believe in.
"Muslims are inspired by their faith towards helping others in need. It is a religious duty for Muslims to try to help others, irrespective of a person’s faith or background,"he said.

Years of violence by Boko Haram in Africa’s Lake Chad basin which includesNigeria, Cameroon, Chad and Niger, has led to a worsening humanitarian crisis that has displaced 1.4 million children and left at least one million still trapped in hard-to-reach areas.

The United Nations Children’s Fund (UNICEF) in a report released in August 2016 said, an estimated 38 children have been used to carry out suicide attacks in the Lake Chad basin region so far this year, bringing to 86 the total number of children used as suicide bombers since 2014.

As the dust raised by Toyin Aimakhu’s ex-boyfriend, Seun Egbegbe’s iPhone theftsaga is yet to settle, fresh reports have emerged that the filmmaker also committed another $3,000 fraud at a MultiChoice outlet in Ibadan, the Oyo State capital.
A dealer, Semiu, explained how he met Egbegbe briefly on December 9 at a MultiChoice outlet opened by the latter two days earlier at Uncle Joe Bus Stop, Mokola area of the state capital.Speaking with Sahara Reporters, Semiu said Egbegbe walked into his outlet requesting to buy two GOtv decoders, noting that he was expecting a friend of his to bring money with which he would pay for the decoders.“Another man arrived wearing jellabiya, (the long robe favored by Muslim men) and gave Egbegbe some money. After handing over the cash, the man in jellabiya left.“Egbegbe stepped out of the shop and waited outside, where I was shielded fromview by a glass door.”Semiu said he found Egbegbe standing outside and sought to know what was going on.“Egbegbe, who kept impersonating a prospective customer then pointed to a man waiting downstairs, signaling that he was the one that would provide information required for the activation of the decoders. Though he was speaking, his voice was drowned out by music from the loud speakers hired to create awareness for the outlet.“That was the beginning of trouble. When the Hausa man got upstairs, he told me that Egbegbe had taken $3,000 from him and I could not make any connection. I considered it a joke initially, but later realized that the second guy was a Hausa man, who had innocently transacted business with the pretended customer on the assumption that he owned the MultiChoice outlet.”The Hausa man told me that Egbegbe had phoned him from a Fidelity Bank branch opposite the MultiChoice outlet, claiming to own that place and requestingto change naira to dollars. Apparently, Egbegbe had failed to give the forex traderthe naira equivalent of the money he took from him, with currency trader lured into a false sense of security that Egbegbe owned the dealership and could always find him there.“When the currency trader realized that the man he transacted business with was not the owner, he raised the alarm. Before I knew what was happening, I was surrounded by over 20 Hausa men and dragged to Sabo, the hub of forex trading in Ibadan.“I was beaten for about 45 minutes and was about to be killed before a policeman from State Investigation Bureau, SIB, named Samson, intervened and ordered us to move to Oyo State Police Command Headquarters at Eleyele.“I kept telling them that I knew nothing about the money and that they should notkill me because of $3,000 (N750,000). Afterabout 30 minutes of beating, I was handcuffed and taken to my office and to my house. My wife and four-year-old daughter saw me in handcuffs. They searched my house and found nothing.“I was detained and I kept requesting that I be charged to court because I suspectedthat there was a plot to make me face criminal charges and have me remanded in prison.“Shortly after, I saw actress Toyin Aimakhu with a man that was being wildly cheered by policemen. I took a closer lookand discovered that the man being cheered by the policemen was the person that came to my office requesting to buy GOtv decoders and eventually took $3,000 from the currency trader.“On the said day, Seun Egbegbe and ToyinAimaku came to release Aimakhu’s RangeRover that he (Seun) gave her which the police impounded from her driver earlier that day and fortunately I saw and recognized Seun Egbegbe as someone who collected $3000 from the BDC vendor.“I was confused. I then told one of the officers that the man in front of them was the one who collected the $3,000. The officer asked if I knew the person I was pointing at. I said I was sure he was the one. The officer said he is Seun Egbegbe, a socialite.“I kept insisting he was the one who cameto my shop. Egbegbe was then arrested by an IPO after initial hesitation by police and confessed that he was the one that did it.“But his actress girlfriend, Toyin Aimakhu, told the police that she was ready to offer them (the police) any amount to bury the case because she doesn’t want a scandal.“I wanted to press charges against Seun Egbegbe but the police colluded with Aimakhu and threatened I and my co-victim with harm. Some officers were opposed to my arrest, but the IPO insistedon arresting him, and he was arrested.“He confessed to the crime and promised to refund the Hausa currency trader. The actress slumped in shock. I was invited back to AKS on January 18, 2016, for apology and compensation, but nothing was done,” Semiu stated.Meanwhile, the filmmaker is yet to respond to the allegation. AMB says CCTV cameras will help to monitor the exams worldwide.



The Joint Admissions and MatriculationBoard (JAMB) has disclosed plans to install Closed-Circuit Television (CCTV) cameras in all computer-based centres to be accredited for the registration of 2017 Unified Tertiary Matriculation Examination (UTME)
JAMB registrar, Professor Ishaq Oloyede, revealed this during an interactive meeting with operators of CBT centres from across the country, at the University of Lagos (UNILAG), Daily Independent reports.Oloyede said the introduction of the CCTV’s will help to monitor whatever is going on at the centres.He also stated that the new process willexclude many cybercafe operators as the computer-based centres to be accredited must have 250 desktop or laptop systems in a single room, with provision for additional 25 systems as back-ups.

Oloyede said:“What we have said is thatwe are in a period of change, and what that means is that everything we have been doing must be reviewed. Whateverwe have been doing rights will have to be reinforced while what were doing wrongly will be changed.
“For the purpose of the CBT centres, we have to introduce the CCTV so that whatever that is going on at our centrescan be monitored anywhere in the world.“We are also standardizing the CBT centres so that all CBT centres will have250 computers with 10 per cent of the figure as backups.”In a related development, JAMB has urged the general public to disregard the speculations that it hadstarted the sales of its application forms for 2017 UTME.

Dr. Fabian Benjamin, the board’s Head, Media and Information, debunked the speculations in a statement on Sunday, December 4, in Lagos.According to the statement, the Registrar of the examination body, Prof. Ishaq Oloyede, expressed disappointment with the development and calls on Nigerians to ignore the claims.

*Warns perpetrators to shape in or be dealt with The Federal Government has gone tough with an attempt to proliferate oil and gas operations in Nigeria, warning those behind it to shape in or be treated as law-breakers. To this end,
The OGFZA has directed all oil and gas related agencies operating outside the confines of the OGFZA to abide by the rules and regulations governing such operations or risk being taken down. The Managing Director of the Oil and Gas Free Zone Authority, Mr. Umana Okon Umana, handed down the order in a strongly worded letter he despatched to some oil and gas companies operating outside the control of the agency.
In the letter dated 17 November 2016 to the managing director of Lagos Deep Offshore & Logistics Services Limited (LADOL) and the managing director of Snake Island Integrated Free Zone (SIIFZ), Umana said the Oil and Gas Free Zones Authority has “decided to carry out the full implementation of the law and (federal government) directives” which vest control of the oil and gas free zones in the country in OGFZA.
Umana informed the managements of both LADOL and SIIFZ that “henceforth their free zones will be licensed and regulated by OGFZA by virtue of the statutory provisions in section 5(2) of the OGFZA Act and other relevant laws as well as other directives of the Government on the take-over of all Oil and Gas Free Zones in Nigeria.” He said the take-over process would take 30 days from 17 November.
The take-over process, according to the letter, is to give effect to section 5(2) of the OGFZA Act which states that “The Authority shall have power to takeover and perform such other functions being hitherto performed by NEPZA as they relate to export of oil and gas from any of the Export Processing Zones established by Nigeria Processing Zone Act.”
Secondly, the takeover is in part an implementation of Federal Government directive as contained in the Extraordinary Government Gazette No. 12 (vol. 101) of February 2014 entitled “Free Zones (Monitoring & Regulations) Order 2014.” Section 1(a)(b) of the gazetted Order states as follows: “As from the commencement of this Order, the Authority (OGFZA), in addition to its functions under the Act, shall be responsible for the:
(a) Licensing of all Oil and Gas Free Zones located within the Customs territory; and
(b) Publication of all operating standards to be observed in the Free Zone from time to time.” “It should also be noted that the Government White Paper on the Presidential Committee on Restructuring and Rationalisation of Federal Government Parastatals, Commissions and Agencies of March 2014 upheld the autonomy of OGFZA and confirmed the mandate of OGFZA “to regulate Oil and Gas Free Zones in Nigeria.”
“In spite of the extant provisions of the law and government directives, compliance with respect to a number of Oil and Gas Free Zones was not forthcoming. “Because of the non-compliance by a few Oil and Gas Free Zones, OGFZA on 7 February 2008 sought the interpretation of the provisions of NEPZA Act and OGFZA Act from the Honourable Attorney General of the Federation and Minister of Justice as to which of the two agencies was vested with the responsibility for regulating the Oil and Gas Free Zones in Nigeria.
“On 25 March 2008 the Honourable Attorney General of the Federation gave his interpretation of the laws as follows: Para 6: Consequently, the Nigeria Export Processing Zones Authority is expected to concentrate on its functions as provided for in section 4 of the Act while Oil and Gas Free Zones Authority should have jurisdiction over Oil and Gas Free Zones in Nigeria. Para 7: In line with the contemplation of the 1996 Act, the Nigeria Export Processing Zones Authority, in accordance with section 5(2) of the Oil & Gas Export Free Zones Authority Act 1996, is expected to handover to the Oil & Gas Free Zones Authority, all functions being hitherto performed by it as they relate to the Export of Oil and Gas from any of the Nigeria Export Processing Zones and Free Zones in Nigeria. “It is for the above reasons that OGFZA has taken the step mentioned earlier to implement the law and the various directives of the Federal Government with regard to regulatory control of the Oil and Gas Free Zones in the country.

“The respective managements of the Oil and Gas Free Zones concerned have been duly informed of the commencement of the implementation process. We expect full cooperation and compliance in the interest of the nation. The Oil and Gas Free Zones Authority (OGFZA) has begun the process of implementing the provisions of its enabling law and Federal Government directives ceding regulatory control of all Oil and Gas Free Zones in the country to OGFZA.

International Olympic Committee (IOC) President Thomas Bach has called for a life ban from the Olympic Games for all figures proven to be involved in the manipulation of doping samples. The call which came as part of the German’s most clear condemnation of Russia since the allegations of state sponsored doping at the Sochi 2014 Winter Games surfaced in May. The IOC claim to still be unaware of the findings of the World Anti-Doping Agency (WADA)-commissioned investigation by Canadian lawyer Richard McLaren, which was unveiled in London Friday.
As such, Bach said he “cannot speculate” before offering a “private opinion” in which he compared the case with the lifetime bans an IOC Disciplinary Commission he headed gave to six Austrian biathletes and cross-country skiers found guilty of attempted blood doping at Turin 2006. “If, for instance, you would have an athlete being part of such a manipulation and benefiting in the Olympic Games, my consequences would not differ from the ones we took under my chair in the Disciplinary Commission concerning the Austrian athletes in the time of Turin,”

he said. “If an athlete or an official would be part of such a system, I would not like to see the person again at any Olympic Games in whatever function. Not as an athlete, as a coach or as an official. This, for me, would represent such aggravated circumstances. For me the logical consequence would be a life ban from the Olympic Games,” he stressed.

Abonu said this while receiving a team of the Rural Financing Institution Building Programme (RUFIN), led by RUFIN Supervision Mission Leader, Mr Swandip Sinha, in Makurdi on Tuesday.
He expressed regret that most smallholder farmers lacked access to financial credit to boost agricultural productivity. Abonu commended RUFIN programme for fast tracking farmers access to financial institutions. He said the programme had impacted the lives of many poor rural farmers and dwellers in the state since inception in 2010.
The deputy governor expressed optimism that the sustainability of the programme would help the country achieve food security within the next 10 years. Abonu suggested the extension of the programme to the 36 states of the federation to enable the country achieve its Sustainable Development Goals (SDGs).
“From the testimonies, some of the people that collected loans have been able to affect their families and this is what we have been looking for. “The rural poor have little exposure to whatever can help them in improving their businesses so programmes like this especially the one that is self sustainable, is extremely important. “This is a wonderful programme and I think that if we should run it for the next ten years, there will be a total transformation of the poor in the rural areas.
“My worry about programmes like this is that after the pilot scheme, the progress will begin to dwindle,” he said. He noted that the state was committed to sustaining the gains of the programme. Earlier, Sinha said the team was in the state to access progress of the programme and how it had affected its beneficiaries. The team leader, who said the programme would wind down by March 2017, called on state governments to support and sustain it.
Sinha explained that there was a gap in the payment of counterpart funds by various benefitting state governments to strengthen the programme. Mrs Uneku Ufaruna, the Deputy National Programme Coordinator of RUFIN, said the programme was designed to link farmers to financial institutions to enable them access credit without collateral. She said the programme had facilitated financial access of over N30 billion and had enjoyed 95 per cent of loan-credit recovery since inception.
“Many women have set up sustainable businesses with the support of the programme. “We have about 20,000 groups including women and youths that we are working with,” she said. The News Agency of Nigeria (NAN) reports that RUFIN is being implemented in 12 states across the six geo-political zones of the country. The states include: Lagos, Anambra, Edo, Bauchi, Zamfara, Oyo, Akwa Ibom, Adamawa and Katsina, Benue, Nasarawa, Imo. The programme enjoys financial assistance from the International Fund for Agricultural Development (IFAD), a UN agency. It specifically targets marginalised groups such as women, young people and those with physical disabilities.
The objective of the programme is to strengthen micro finance institutions and establish linkages between them and formal financial institutions. By reaching out to the rural poor, the programme ensures that they gain access to financial services and can invest in improving productivity in agriculture and small businesses. (NAN)





Democratic presidential candidate Hillary Clinton moved ahead of President-elect Donald Trump in the popular vote but lost to Trump in the Electoral College, according to the latest numbers emerging Wednesday. As of 10 a.m. (4 p.m. Nigerian time), Clinton had amassed 59,299,381 votes nationally, to Trump’s 59,135,740.
The counted votes so far have a margin of 163,641 votes, putting Clinton on track to become the fourth U.S. presidential candidate to win the popular vote but lose the election. Neither Clinton nor Trump got more than 50 per cent of the vote but as of the time, Clinton stood at 47.7 per cent and Trump at 47.5 per cent. However, Trump crossed the 270 Electoral College vote threshold at 2:31 a.m. (8:31 p.m. Nigerian time) with a victory in Wisconsin.
Votes are still being counted across the country, but it appears Democratic nominee Hillary Clinton could win the popular vote, while President-elect Trump wins the Electoral College and thus the White House. At 5 a.m. on the West Coast, the Associated Press showed Clinton with 59.16 million votes nationally, compared to Trump’s 59 million votes. If the trend remains as the remaining precincts (polling stations) report their ballots, it would repeat the 2000 results, where Democrat Al Gore narrowly won the popular vote, but George W. Bush won the Electoral College. Bush received about 500,000 fewer votes than Al Gore in 2,000 but still won the election.
Other states with outstanding precincts included Alaska, Arizona, Oregon, Michigan, Minnesota, New Hampshire and Washington. It will take time for the exact numbers to be counted, but the New York Times projects Trump to lose the popular vote by about 1.3 percentage points. However, Trump is most likely to rack up 306 electoral voters, making up 14 per cent more than Clinton’s. It is reported that this is only the fourth times in American history that someone has won the Electoral College, but lost the popular vote.
John Quincy Adams also lost the popular vote in 1824, but since none of the four candidates received 50 per cent of the electoral vote, the House of Representatives decided who would be president. Only one president-elect has lost the popular vote by a wider margin than Trump. In 1876, Rutherford Hayes won a controversial election that took months to settle, even though he lost the popular vote to Samuel Tilden by three percentage points.
